As the 1st October deadline for Malaysia’s Vehicle Entry Permit (VEP) requirement approaches, Singaporean drivers have been rushing to a newly opened VEP information counter in Woodlands, seeking assistance.
This sudden influx has led to long queues and the eventual suspension of queue number issuance after 2 PM, highlighting the urgency and widespread concerns among motorists.
The VEP Information Counter
A Low-Key Opening On 19th August, an information counter dedicated to the VEP was quietly opened at unit #03-01R, 186 Woodlands Industrial Park E5, Singapore.
Despite no formal announcement of its exact location, word quickly spread among Singaporean motorists, leading to a surge in inquiries.
The counter, operating from Monday to Friday between 9 AM and 5 PM, was established to help Singaporeans who face difficulties in applying for the VEP online.
The opening of this counter was initially announced by Malaysian Transport Minister Anthony Loke on 1st August.
However, without any specific details on its location, many motorists were unaware of its existence until media outlets began reporting it on the morning of 19th August.
Morning Calm, Lunchtime Chaos
At first, the counter appeared under-utilised.
CNA reported that the office was deserted when they arrived around 8:45 AM, just after it opened.
But by lunchtime, the situation drastically changed. Reports indicated that over 50 people were waiting inside and outside the office by 2 PM, with more arriving as the day progressed.
The rush was driven by the approaching VEP deadline, which requires all foreign-registered vehicles entering Malaysia to have a VEP by 1st October.
Failure to comply could result in a fine of up to RM2,000 (S$575.67) or even a jail term of up to six months.
Understandably, this has caused anxiety among Singaporean drivers, many of whom have struggled with the online application process.
Queue Numbers Stopped After 2 PM Due to the overwhelming demand, the counter stopped issuing queue numbers after 2 PM on the first day.
Those who were unable to secure a number were advised to leave their contact details and vehicle plate numbers for follow-up. A sign was also posted, indicating that only 100 tickets would be issued daily.
The VEP information counter serves solely as a query centre, meaning drivers cannot collect or install their radio frequency identification (RFID) tags there.
Instead, they must still travel to Johor Bahru or opt for delivery to an address in Singapore or Malaysia.
Challenges Faced by Motorists
One of the key issues highlighted by drivers was the slow processing of VEP applications.
A 70-year-old driver interviewed by Lianhe Zaobao shared his frustration with the process, stating that he had applied for the VEP online in June but had yet to receive any updates.
He mentioned that his second attempt at applying was far slower than his first, attributing the delay to a sudden spike in applications following the May announcement.
The overwhelming number of applications—reportedly over 20,000—has put a strain on the system, leading to delays and increasing the anxiety of those trying to meet the deadline.
A Scramble to Comply
The enforcement of the VEP requirement, originally planned for 2019 but delayed due to installation issues, was finally confirmed on 28th May 2024, giving drivers just a few months to comply.
With the deadline fast approaching, many Singaporean motorists are scrambling to ensure they meet the requirements, leading to situations like the one at the Woodlands counter.
The VEP-RFID tag, which costs RM10 (S$2.90), is valid for five years.
For Singaporean drivers, this tag is not only essential for entering Malaysia but also for ensuring they avoid penalties.
