Filtering car driver was not alert and did not pay attention to cyclist that had just passed in front of him. When driver started to merge with main road, he was most probably still looking at his right side for cars, thus hitting the cyclist from the back.
Cyclist must also adhere to all road traffic rules. IN this case, cyclist should have wait for green light to move off.
