Inconsiderate driver was parked at sheltered drop-off point at 170 Hougang Ave 1 during heavy rain, preventing other drivers from using it. He was parked there (driver in the car) for at least 20 mins, oblivious to other cars who had to drop off passengers in the heavy downpour.
